If you have don’t have the beacon, you can begin the Argus questline by completing the Uniting the Isles quest Khadgar offers in the Violet Citadel.
If you have it, click it to get to Argus.
See if you have already unlocked Argus by looking for a Lightforged Beacon icon at Krasus’ Landing on the east side of Dalaran.
Use your Dalaran Hearthstone or portal to Azsuna to get to Legion Dalaran (on Broken Shore, not Northrend).
